An Inspector of Elections (IOE) plays a crucial role in ensuring the integrity and fairness of elections within a Homeowners Association (HOA). The responsibilities of the IOE include overseeing the election process, verifying ballots, and ensuring compliance with current law and the Association’s specific governing documents. Below are some key aspects of our role as Inspector of Elections:

Ballot Distribution and Collection:

Coordinate the distribution of ballots to eligible homeowners. This can be done through mail or hand delivery, as specified by the HOA’s governing documents.

Collect completed ballots, verifying that each one is properly sealed and signed.

Receipts and Documentation:

Detailed records are maintained throughout the election process, including the management and verification of a voter’s list that contains accurate Homeowner records as well as the number of ballots received.

Impartiality and Neutrality:

Remain neutral and impartial, avoiding any conflicts of interest.

Uphold the integrity of the process, regardless of personal preferences or biases.

Counting and Certification:

Careful tabulation of the ballots to ensure accuracy and transparency.

Certification of the election outcome with an official report.

Challenging the Election:

Hear, research, and oversee any Homeowner disputes or challenges to the election.

Follow legal procedures to address concerns and maintain transparency.

Communication:

Communicate with property managers, homeowners, board members, and other stakeholders throughout the process.

Provide clear instructions on voting procedures and deadlines.

Experience and Knowledge:

Maintain familiarity with changing state laws (such as the Davis-Stirling Common Interest Development Act) and each individual HOA’s governing documents.
